Project: Empowering Small Business to Close the Implementation Gap
In this project, CIPE and FEDA will research the causes of the implementation gap between article 12 of Law 141/2004 and current practice, to identify the reasons that the law guaranteeing SMEs 10% of government procurements was not implemented. Additionally, will facilitate a cost-benefit analysis of the new draft law’s other procurement incentives, and other provisions as necessary. Then, CIPE and FEDA will present these results, and the subsequent recommendations to business associations, government officials, and high-level stakeholders, to refine the recommendations and build consensus.
OBJECTIVES
· To empower small business owners, business leaders, and opinion leaders to engage policymakers in consensus-building dialogue to close implementation gap on the SMEs quota for government procurement specified in the SME law.
· To enhance the ability of FEDA and its member associations to introduce evidence-based cost-benefit analysis in its advocacy efforts to advance SME policy reform
